David K. Lowe has spent more than four decades working at the intersection of technology, business operations, process improvement, and field leadership. His career began during the early years of commercial computing and progressed from hands-on programming and systems work into technical management, corporate leadership, international operations, and program management.
Today, Dave brings that experience together through Captain Dave Software, applying technology to real operational problems with a practical focus on reliability, efficiency, accountability, and results.
Dave began his information technology career in the late 1970s and grew with an industry that was itself still taking shape. His early work included computer operations, programming, and systems analysis before progressing into technical management, software operations, and executive leadership.
During a decade with Kforce/Romac International, Dave served as Director of Corporate Information Systems and as a founding senior manager. He helped guide the company through significant national growth and its successful 1995 public offering. His responsibilities extended beyond information technology into budgeting, facilities, logistics, vendor management, project management, and business operations. He also served as a principal architect of the company’s Informix-based operational and accounting systems.
Throughout his career, Dave increasingly combined technology with the business and operational problems it was intended to solve—a perspective that remains central to his work today.
Dave’s career later moved into international defense and government-support operations. In Baghdad, Iraq, he served with DynCorp International on the Multi-National Force Iraq biometric access-control program, combining technical management with hands-on software and database development. He designed, programmed, and implemented systems supporting identification and badging operations while overseeing technical staff and geographically dispersed production sites. Process improvements during the program reduced average in-processing time from approximately 36 minutes to four minutes.
Dave subsequently spent a decade with DynCorp International’s U.S. Air Force War Reserve Materiel program in Oman. His responsibilities expanded beyond information technology into project and operational management, quality assurance, ISO compliance, budgeting, risk management, personnel administration, logistics, safety, and coordination with U.S. military and host-nation organizations throughout the Gulf region. He also served periodically as Acting Deputy Program Manager.
Since 2020, Dave has served as Director Operations, Technology and Compliance for Contingency Partners International Asia, Inc., continuing to apply his background in technology, operations, compliance, program support, and international business throughout the Philippines and the broader region.
The “Captain Dave” name comes from a second career that developed alongside Dave’s work in technology and business. He began with Bluewater Diver & Salvage in St. Petersburg, Florida, in 1980, initially cleaning boats and working as a diver. Over time, he moved into vessel operations, salvage work, crew supervision, and the business and operational side of the company.
Dave ultimately accumulated more than 1,200 days at sea and earned a U.S. Coast Guard 100-ton Master, Near Coastal license, with towing and auxiliary-sail endorsements. His maritime experience has included sailing, diving, salvage operations, and command of vessels in the Gulf of Mexico, Caribbean, and Atlantic.
He also served for many years in the U.S. Coast Guard Auxiliary, with operational and training qualifications including Coxswain, Air Crew, Personal Watercraft Operator, Vessel Examiner, Instructor, and deep-harbor patrol. Dave is also a PADI Divemaster and an FAA Private Pilot.
Dave’s professional approach has been shaped by quality and process-improvement disciplines as much as by technology. He is a Six Sigma Green Belt and Lean Six Sigma Practitioner, with extensive experience in quality assurance, ISO-based management systems, root-cause analysis, corrective action, and continuous improvement.
Across technology, international operations, and business management, the underlying approach has remained consistent: understand the real requirement, use evidence to identify the actual problem, eliminate unnecessary complexity, and build solutions that work in practice.
Captain Dave Software brings together the different threads of Dave’s career: software and information technology, business and operational leadership, quality and process improvement, international program experience, and decades of hands-on problem-solving.
The objective is straightforward: understand the problem, build what is useful, verify that it works, and improve it as better information becomes available.
